EDUCATION, EMPLOYMENT AND WORKPLACE RELATIONS
 
Family Assistance Legislation Amendment (Child Care Rebate) Bill * 
  • introduce fortnightly payments of the Child Care Rebate for families from 1 July 2011
 
Reason for legislation: to implement a Government commitment.

National Vocational Education and Training Regulator (Consequential Amendments) Bill * 
  • make the necessary consequential amendments to Commonwealth legislation, including the Education Services for Overseas Students Act 2000 and the Higher Education Support Act 2003, as well as transitional measures required to ensure a smooth transition from state and territory regulators to the new National Vocational Education and Training Regulator
 
Reason for legislation: to implement a December 2009 COAG agreement to establish a national regulator for the VET sector.
 
 
Safety, Rehabilitation and Compensation and Other Legislation Amendment Bill *
  • amend the Safety, Rehabilitation and Compensation Act 1988 to introduce the following changes arising out of the Comcare Review: reinstate claims arising from off-site recess injuries; introduce time limits for claims determination; and allow for compensation for medical expenses to be paid where payment of other compensation is suspended
  • enable Comcare to access the Consolidated Revenue Fund to pay compensation claims in respect of diseases with a long latency period where the employment period was pre-1 December 1988 but where the condition did not manifest itself until after that date.
 
Reason for legislation: to introduce key changes arising out of the Comcare Review to improve the operation of Comcare’s workers’ compensation and rehabilitation scheme.

Tertiary Education Quality and Standards Agency Bill *
 
Tertiary Education Quality and Standards Agency (Consequential Amendments and Transitional Provisions) Bill * 
  • establish the Tertiary Education Quality and Standards Agency to provide the foundation for ensuring and enhancing quality in Australian higher education.
 
Reason for legislation: to implement a 2009-10 Budget announcement.
 
 
 
Building and Construction Industry Improvement Amendment (Transition to Fair Work) Bill 
  • abolish the Australian Building and Construction Commission and create a new agency, the Office of the Fair Work Building Industry Inspectorate
  • remove a range of industry specific regulation, including laws that provide higher penalties for breaches of industrial laws and broader circumstances under which industrial action attracts penalties
  • introduce safeguards in relation to the use of the power to compulsorily obtain information or documents.
 
Reason for legislation: to implement the Government’s commitment to abolish the Australian Building and Construction Commission and to transfer its responsibilities to a specialist Fair Work Inspectorate Legislation Proposed for Introduction in the 2011 Autumn Sittings.
 
 
Fair Entitlements Guarantee Bill
  • establish the Fair Entitlements Guarantee to replace the existing administrative General Employee Entitlements and Redundancy Scheme.
 
Reason for legislation: to implement an election commitment.

Social Security Legislation Amendment (Job Seeker Compliance) Bill 
  • amend the Social Security Administration Act 1999 to permit the suspension of income support payments to people who fail to attend mandatory appointments and related activities.
 
Reason for legislation: to implement an election commitment.
 
 
 
Work Health and Safety Bill 
  • give effect in the Commonwealth jurisdiction to nationally harmonised model occupational health and safety provisions as agreed by the Workplace Relations Ministers’ Council (WRMC).
 
Reason for legislation: to implement the COAG Inter-Governmental Agreement for Regulatory and Operational Reform in OHS.

Governance of Australian Government Superannuation Schemes Bill
 
ComSuper Bill
 
Superannuation Legislation (Consequential Amendments and Transitional Provisions) Bill
  • put in place a consolidated trustee arrangement for the Australian Government civilian and military superannuation schemes and modernisation of the governance structure for ComSuper.
 
Reason for legislation: to implement the Government’s announced reforms to the governance and administration of Australian Government superannuation schemes.
 
 
 
TREASURY
 
Corporations Amendment (Improving Accountability on Director and Executive Remuneration) Bill * 
  • strengthen the regulatory framework relating to the remuneration of company directors and executives by strengthening the non-binding vote on remuneration, improving the integrity of the vote, improving the disclosure framework, improving accountability with the use of remuneration consultants, prohibiting the practice of hedging incentive remuneration, and implementing other refinements to the framework to enhance shareholder participation, as recommended by the Productivity Commission.
 
Reason for legislation: to improve the operation of existing legislation.
