‘Construct New South Wales’ is the New South Wales Government’s ‘framework’ for continuous improvement in the building and construction industry.

The Government’s ‘white paper’ on the building and construction industry, Construct New South Wales, was launched today, jointly by the NSW Minister for Public Works and Services, Mr Dyer, and the Minister for Industrial Relations, Mr Shaw.

Construct New South Wales is in two parts. The first is a vision of the industry over the next seven years. The Government’s vision is for an industry which is:

  • seamless (able to deliver the range of required services to clients through alliances, consortia etc);
  • efficient and profitable;
  • innovative; and
  • environmentally responsible.

The second part comprises 85 actions to give effect to 20 strategies which will be implemented by government agencies in the industry primarily through its contracting requirements. The strategies address such issues as

  • improved business ethics;
  • security of payment;
  • improved management and workforce development;
  • continuous improvement (process improvement, integrated industrial management, workplace reform and a safer working environment); and
  • encouragement to take up modern information technology.

Construct New South Wales follows Government consideration to submissions to its two green papers, The Construction Industry In NSW, Opportunities and Challenges and Security of Payment for Subcontractors, Consultants and Suppliers in the NSW Construction Industry and its later discussion paper, A Perspective of the Construction Industry in NSW in 2005.
