As news reached the ACTU Congress of NSW IR Minister Jeff Shaw's resignation, Labor Council secretary Michael Costa retreated to consider his future.

Costa has long been mentioned as the likely replacement for Shaw's Upper House seat, with the retirement expected for some time.

But the precise timing of the announcement was a shock, with Costa caught unawares. He left the Congress meeting in Wollongong to consider his future.

Although Shaw is a left-winger, the seat is traditionally held by the Right, so there would be no factional battles over Costa assuming the seat.

Premier Bob Carr announced Shaw's resignation at a press conference this morning. Minister Della Bosca is to assume the IR portfolio and Minister Bob Debus will take over as Attorney-General.
